Are these governmental units - with no warrants?
Are they private entities operating under the supervision/direction of governmental entities?
Or, are they totally private and being allowed to raid private property? Without gov't agency intervention?

But this reminds me of the show Jericho. individuals wearing official looking uniforms and having sophisticated equipment who are just bands of looters, trying to fool people.
