As the NIH blames the GOP for Ebola, does anyone recall whose policies drove vaccine companies out of business?

The NIH is arguably one of the least productive Federal agencies. This agency spends millions, if not billions, on absurd projects, many of which aren't even in America. Do US taxpayers really think educating Chinese hookers is a good use of their hard-earned coin?
